What a great idea, an economical way to provide dog owners with a receptacle for dog waste. It is easier to open the bottom cap and fill a small bag with the contents, no reaching in.  I also like way the tube provides ventilation and water drainage.  A Small, neat, and clean way to clean it up, with so few garbage cans around I often end up carrying it home.
